A Story of an Outstanding Public Servant


Former Senator Ernesto “Manong” Maceda has an outstanding record of public service. He’s been in high government positions for almost 45 years. His career has been marked by numerous outstanding achievements starting from his election at the age of 23.
He was one of the 12 Magnificent Senators who voted to reject the US Bases in the Philippines. He was called “Mr. Expose” by the Philippine Free Press. He received awards as TOYM Awardee for Public Service and Rizal Pro Patria Award in 1967 and 1968, respectively. 
He was one of the topnotchers in the 1956 Bar Exam. He also passed the New York State Bar. He became a professor of law in Ateneo de Manila University, University of Manila, National University, Miriam College, and Pamantasan ng Lungsod ng Manila. 
Early Life and Career
Ernesto M. Maceda was born on March 26, 1935 in Pagsanjan, Laguna. He earned his associate in Arts degree, Magna Cum Laude in 1952. He finished Bachelor of Laws from Ateneo de Manila University in 1956. He graduated Valedictorian-Cum Laude in Ateneo Law School. He then finished Master of Laws, Taxation and International Law at Harvard Law School, Massachusetts, USA in 1957.
At the age of 23, Maceda was hailed as the No. 1 Councilor of Manila in 1959. He was named “Outstanding Councilor of Manila” because of his numerous achievements in the City Council. 
In 1966, he served as the Secretary of Community Development. At 29 years old, Maceda was the youngest Cabinet Member in the Marcos Administration. In 1969, he was appointed Executive Secretary in concurrent capacity as Chairman of the Commission on Reorganization. 
In 1970, the Commerce and Industry portfolio was given to Maceda. He launched consumer protection programs and established trade relations with various Eastern European Social countries.
Senator of the Philippines
During the 1971 elections, Maceda was only one out of three senators elected under the banner of the Nacionalista party of then-President Ferdinand Marcos. In 1972, Maceda’s bill granting protection to real estate buyers on instalment basis was the only bill signed into law before Martial Law was proclaimed. The bill is known as the Maceda Law. 
After breaking with President Marcos over the Martial Law declaration he then went to exile in the United States. In due course, he became the adviser of the late Senator Benigno S. Aquino. After Senator Aquino’s assassination, he became one of the leaders of the opposition during the 1984 Batasang Pambansa Campaign and the 1986 snap presidential election.
When Corazon Aquino was the President of the Philippines, Maceda was appointed to head the Ministry of Natural Resources. The next year, he ran for the Senate under the Corazon Aquino’s tag. 
Since the opening of the Congress in 1987, Senator Maceda has received numerous awards from various news agencies and private organizations for his outstanding performance and has been constantly chosen No. 1 Senator by numerous publications, political analysts and Senate reporters.
During the 1992 general elections, Senator Maceda was re-elected under the Nationalist People’s Coalition. Winning in the senatorial race, he took office as a Senator for the third time. He served as the Senate President in his third term. 
After Senate Life
Following the end of his senate term, he was chosen to be the Philippines’ Ambassador to the United States from 1999-2001 by President Joseph Estrada. In 2007, he joined the Pamantasan ng Lungsod ng Maynila (PLM). He became one of the professors of the PLM College of Law. Maceda holds the distinction of being the only Filipino to have held five Cabinet Positions in his lifetime.
He writes a column for the Philippine Star, entitled “Search for Truth”. He also hosts a program over radio station DZRJ AM 810 kHz every Sunday, from 8:00-9:30 AM.
Other Positions Held
Maceda was the Trustee of the Government service Insurance Service (GSIS). He was the Governor of the Development Bank of the Philippines. He also became the Director of the Philippine Charity Sweepstakes Office (PCSO). 
He was the Commissioner of the UNESCO National Commission of the Philippines. He was also the Governor of the Philippine National Red Cross.

PinoyCare Visa Center invades Iloilo City

Now on its 12th year, PinoyCare Visa Center, a Cebu-based migration consultancy firm, held a free orientation-seminar for interested immigration applicants to Canada. It was held in its new office in 2nd Floor, MSL Bldg., Quezon St., Iloilo City last April 16, 2012.

Based on her experience in her various jobs, PinoyCare Visa Center President and Chief Executive Officer Prisca Niña Mabatid established PinoyCare Visa Center in 2000. The POEA-licensed company currently provides permanent visa assistance through skilled immigration programs of Canada.

It has observed a greater number of Filipinos migrating abroad, particularly in Canada, all with a common end of seeking greener pastures overseas.

Currently, the Canadian Embassy has downgraded its 38 employment category to 29. The top five jobs that offer higher employment opportunities are those in the medical profession including doctors and nurses as well as engineers, architects, and hotel and restaurant managers and workers.

During the event, it introduced the Permanent Residence Visas for Canada. It also advised Skilled Workers, Entrepreneurs, Investors and Self-Employed applicants. 

Mabatid discussed how they work with each applicant individually to ensure their future. She said that it is planned properly and their case is prepared perfectly. 

The migration consultancy firm helps applicants before, during and after they land in Canada. Its settlement services ensure its clients can succeed and prosper in Canada. It shows them the right way and the best way to come to Canada.

Mabatid, who was named one of 2010 Outstanding Cebuano Awardees in the field of entrepreneurship, has managed to open offices in the country — Cebu, Manila, Davao and Zamboanga — in a span of 10 years. It also has operations in Abu Dhabi and Kuwait.

She planned to expand the business this year. Such expansion will include opening more sites in the Philippines.

The company has so far sent over 1,000 immigrants to various countries and is now facilitating 1,700 more immigration applications. Aside from helping Filipinos secure immigrant visas, the company also facilitates immigration applications of other nationalities. /PN
